Our firm specializes in federal labor and employment law. As part of our practice we serve as legal advisors, performing various EEO and labor relation functions for the federal agencies. Over the past 20 years our firm has represented federal and other governmental agencies before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Foreign Service Grievance Board, Office of Special Counsel and in federal court. In addition we have served as mediators, performed EEO counseling, conducted EEO investigations, special inquiries and grievance examinations, performed complaint adjudications, and prepared analyses and final agency decisions for numerous federal agencies. We are also certified as Hearing Officers for the U.S. Senate's Office of Senate Fair Employment Practices. The Defense Department's Logistics Agency has certified us as Grievance Complaints Examiners and EEO Investigators. We have successfully represented agencies in both performance based and adverse actions before the MSPB, and in all bases of claims before the EEOC. We have been involved in all aspects and types of EEO cases, including individual and class action suits and disparate treatment, disparate impact, failure to accommodate and retaliation issues as well as issues of racial and sexual harassment.

 

 

In the past 20 years, our firm has represented federal agencies, counseled on and investigated, drafted decisions for over three thousand federal discrimination complaints, including both mixed-case complaints and mixed-case appeals. We have also served as grievance examiners issuing findings and decisions for numerous federal agencies. Agencies our firm has worked with include: National Institutes of Health, International Trade Commission; the Environmental Protection Agency; NASA; Federal Reserve Board; Selective Service System; U.S. Department of State; U.S. General Accounting Office; National Science Foundation, Federal Deposit Insurance Corporation, Resolution Trust Corporation, Overseas Private Investment Corporation, Office of Personnel Management; U.S. Export-Import Bank; Bureau of Mines; U.S. Department of Justice, Agency for International Development, and the U.S. Senate. Our firm has provided the following Services for federal agencies BOTH IN THE Washington, D.C. area and throughout the United States:

 

- Representation in proceedings before the EEOC, MSPB, Office of Special Counsel and in federal district court.

 

- Individual and class EEO investigations and EEO Counseling.

 

- Alternative Dispute Resolution (ADR).

 

- Served as Principle Hearing Officer in employment cases involving U.S. Senate employees.

 

- Adjudicating and drafting analyses and findings for discrimination and mixed case complaints;

 

- Fact finding and mediation of grievances and EEO complaints;

 

- Conducting discrimination and employment training courses for counselors, investigators, supervisors and managers; and courses in writing proposed dispositions and findings for EEO Officers;

 

- Briefing GAO's Assistant Comptroller General regarding EEO matters;

 

- Serving as "of counsel" to federal agencies, presently including the Export Import Bank and Selective Service in federal court.

 

- Provided a complete assessment of EEO and OIG issues in an Office in the Resolution Trust Corporation in response to a Senate Banking Inquiry.

 

- Serving as an expert witness in federal EEO complaint processing for the Department of Justice Office of Special Counsel.

 

Our ability to represent federal agencies in employment matters throughout the United States is unsurpassed. We established a nationwide network of over 45 former EEOC and MSPB employees including attorneys, administrative judges, investigators and experienced labor lawyers to perform work through our firm . Most of the persons who work through us were formerly in grades 14 and above positions. Several are former Administrative Judges.
